1. (S) Ambassador delivered ref A message to Minister of
State for Foreign Affairs Ahmed al-Mahmoud April 18.
Al-Mahmoud said that, as he told U/S Joseph during his recent
visit (ref B),Qatar is in a "difficult position." He said
Qatar's main interest is to resolve the crisis peacefully so
that Qatar can pursue its economic and social development.
Qatar was content with the balance of power between Iraq and
Iran in earlier years, but that balance is now over. Qatar
remains concerned about a Security Council "war resolution,"
he said, referring, we think, to a Chapter 7 finding.
2. (S) Al-Mahmoud was worried about a statement that he said
U/S Joseph made regarding attacking Iran: "If we don't do it,
someone else (i.e., Israel) will." The Ambassador said that
this appears to have been a misunderstanding of the
conversation.
