(S) Country team members agreed that Qatar is not likely to
have an independent view on the issue of designating the
Revival of Islamic Heritage Society. The NGO is not active in
Qatar, and the GOQ prefers to keep out of such issues of
contention. However, at the UN, the GOQ would likely take
their lead from the Kuwaiti Government. If Kuwait requests a
hold, Qatar will oblige. If Kuwait doesn,t care, the Qataris
could be convinced to support the designation.
