1. (U) Ambassador confirmed, and received a copy of the
decree as proof, that the Republic of Djibouti has ratified
the Chemical Weapons Convention referred to in reftels.


2. (U) The ratification process was in two stages, beginning
with formal ratification by the National Assembly on 24
December 2005 and mandatory affirmation by presidential
decree on 31 December 2005. As no ratification would be law
absent the proclamation of the President, post believes
Djibouti's official date of ratification would be 31 December

2005. Djibouti signed the convention in 1993.

Concerning ratification of the Convention on Prohibition of
the Making, Stockpiling and Use of Chemical Weapons and their
Destruction

The National Assembly has adopted,
the President of the Republic proclaims
the law whose terms follow:
-
Referring to the Constitution of 15 September 1992;
Referring to Decree No. 2005-0067/PRE of 21 May 2005
concerning naming of the Prime Minister;
Referring to Decree no. 2005-0069/PRE of 22 May 2005
concerning naming of the members of Government;
-
The Council of Ministers heard in its session of 22 November

2005.

Article 1 : The Republic of Djibouti ratifies the Convention
on Prohibition of the Making, Stockpiling, and use of
chemical weapons.
-
Article 2 : The present law will be executed as Law of the
State and published in the Official Journal of the Republic
of Djibouti upon its proclamation.
