(U) Poloff reviewed points in reftel with Ambassador Liberata
Mulamula, Director of the Ministry of Foreign Affairs
Multilateral Division, on May 25, underscoring the worsening
situation in Burma and the need for UNSC action. Mulamula
said the Government of Tanzania wants more information in
order to determine if the situation in Burma constitutes a
threat to human rights and international peace and security
and is, therefore, an appropriate issue for action by the
Security Council. Mulamula said there are different ways of
bringing about international attention, that the UN Charter
calls for a regional approach, and questioned whether all
other avenues have been exhausted. Mulamula said the GOT
wants to hear the report of Under Secretary General Gambari's
visit to Burma in order to determine appropriate action.
