1. (C) Charge delivered the points in Reftel A to Ambassador
Liberatta Mulamula, Director of the Ministry of Foreign
Affairs' Multilateral Division, on March 9. Mulamula said
the Government of Tanzania position is clear: the African
Union (AU) cannot accomplish the mission and there is no
other way to proceed but under the United Nations. Mulamula
hopes Sudan will be able to accept the UN mission, but did
not know if it would be with or without conditions.


2. (C) However, Mulamula raised concerns regarding the role
of the AU and of African forces after a rehatting to the UN.
Mulamula asked why, if the UN has the means and capacity to
deploy forces, does it not use those same means to reinforce
the AU mission instead of changing over completely to a UN
mission. Mulamula asked if AU forces would be absorbed into
UN units and expressed concern over the image of the AU after
the rehat, stressing that the AU must be seen as continuing
to play a central role.
