(SBU) Poloff delivered reftel demarche to Vitus Njiku, head
of the Ministry of Foreign Affairs' United Nations Security
Council Unit on February 14. Mr. Njiku voiced the
commonly-held belief that it is Asia's turn to fill the
Secretary-General position, but did not express any loyalty
