(SBU) Ambassador Pastor Ngaiza, Head of the Europe and
Americas Division of the Ministry of Foreign Affairs,
understands the importance of quickly concluding an
exchange of notes on a Status of Forces Agreement (SOFA)
with the Government of Tanzania in preparation for a
Combined Joint Task Force-Horn of Africa (CJTF-HOA) Civil
Affairs Team deployment and possible training programs in
early 2007 under the Africa Contingency Operations Training
Assistance (ACOTA) program. Ngaiza told PolCouns December
13 that he had forwarded the Embassy's December 8
diplomatic note with proposed draft language (reftel) to
the Ministry of Defense (MOD). He promised to contact the
Embassy should MOD's legal office have questions or need
any clarification. The Defense Attache (DATT) will also
track progress of this review of the proposed SOFA language
by the MOD.
