(C) The DCM urged Mr. S.M.K. Sella, Head of International
Development Cooperation at the Ministry of Foreign Affairs,
to decline high-level participation in the December 12
thematic debate on Sustainable Peace in the Middle-East. The
DCM emphasized U.S. fear that such a debate would likely
devolve into a one-side criticism of Israel, and the U.S. did
not think such a debate warranted either the participation of
a Foreign Minister or a Presidential statement. Sella said
he did not think Dr. Asha Rose-Migiro, Foreign Minister of
Tanzania, would attend but he promised to inform her office
immediately of the USG position.
