1. (C) Dr. Joram Biswaro, Ambassador and Director for Africa
at the Ministry of Foreign Affairs, confirmed that Tanzania
would be sending a delegation to attend the African Caribbean
Pacific Group of State's Summit in Khartoum, Sudan. Biswaro
said that the Minister of Foreign Relations, Dr. Asha
Rose-Migiro, would lead the Tanzanian delegation. Poloff
stressed that by attending the Summit in Khartoum, Tanzania
would signal tacit approval of President Bashir's defiance of
the United Nations not to mention the tragedy in Darfur.
Biswaro, however, could not be persuaded: "Khartoum is just
a venue!" he exclaimed. Poloff noted that this venue was
meant to discuss peace, stability, and democracy, three
issues which President Bashir has shown a flagrant lack of
commitment to.
2. (C) Regarding a possible statement condemning Khartoum,
Biswaro said that Tanzania would take part in the Group's
declaration which would emphasize commitment to democracy,
the rule of law etc. "Sudan is clearly not democratic and
not upholding the rule of law in Darfur. Such a declaration
will, therefore, make the Group's position clear."
