1. The Government of Tanzania's (GOT) delegation to the
International Maritime Organization (IMO) meeting of the
Maritime Safety Committee (MSC) in Istanbul, Turkey (November
29 to December 8) will take under consideration the United
States' two proposals (reftel). Ms. Lucy Kachele, Deputy
Director of Telecommunications at the Ministry of
Infrastructure and head of the GOT delegation, agreed with
EconCouns November 22 that the MSC needs to try to avoid
delaying the implementation of the Long Range Identification
and Tracking (LRIT) system. The Tanzanian delegation planned
to discuss the United States' proposal that IMO assume the
role of interim LRIT implementation coordinator during its
November 28 delegation pre-meeting in Istanbul.
2. Kachele appreciated receiving the full text of the USG
proposed amendments to IMO's Safety of Life at Sea (SOLAS),
Chapter IV that would allow additional satellite service
participants to participate in the Global Maritime Distress
and Safety System. She said that this proposal would be also
be considered by the GOT delegation and noted that the
Tanzanian delegates were ready to discuss with members of the
U.S. delegation should they have any concerns or questions
about either proposal.
