1. (U) Econoff delivered reftel on the European Union's
(EU)
implementation of the debarking requirement for wood
packaging materials to John Mhina, Director of Trade, at
the Ministry of Industry, Trade and Marketing on January

19. Mhina was highly supportive of the USG position to
suspend the EU's debarking requirement. While unfamiliar
with the specifics, Mhina said that the requirement sounded
like a non-tariff barrier. Mhina told Econoff that the
Government of Tanzania (GOT) opposed requirements which
hinder market access and are not supported by sufficient
scientific evidence.


2. (U) Comment: While Mhina expressed Tanzania's support
for the USG position, the GOT is not likely to press the EU
(its largest trading partner) on the topic. The GOT lacks
the capacity to follow the breadth of global trade issues,
formulating most of its positions in concert with regional
partners. At the same time, the Ministry is focused
internally at the moment, adjusting to newly-elected
President Kikwete's initiative of expanding the Ministry of
Industry and Trade to include the "Marketing" component.
Mhina noted that the Ministry is still not sure what the
expansion will entail. End Comment.
