1. (C) The Government of Tanzania agrees that the
international community must have a unified voice and a
strong message for Iran, but is pleased the USG is presently
willing to consider options that do not include Chapter VII.
On July 18, Ambassador Liberata Mulamula, Director of the
Ministry of Foreign Affairs' Multilateral Division, told
Poloff that the GOT did not condone Iran's actions from the
beginning but the GOT was concerned that measures under
Chapter VII might go too far and not achieve the desired
results. When pressed on the possible future need to invoke
Chapter VII sanctions, Mulamula said "we'll see then" as we
are "taking it step by step" but emphasized the GOT has no
problem supporting the P5 1 agreement.


2. (C) Mulamula was surprised by the goal of adopting a
resolution by the end of the week of July 17 and is anxious
to see a draft resolution. Poloff agreed to share a draft
text as soon as one was available for dissemination.


3. (C) COMMENT: Ambassador Mulamula seemed visibly
relieved that the USG is not currently pushing for Chapter
VII sanctions. This interim step of a resolution without a
Chapter VII provision, combined with the USG action regarding
the DPRK resolution last week, has gained new respect for the
USG position here and will bolster the argument for sanctions
should they be involved in future discussions.
