(C) When the Ambassador presented her credentials to
President Abdoulaye Wade and to Senior Minister for Foreign
Affairs Cheikh Tidiane Gadio, on April 14 and 7,
respectively, they discussed Darfur. When Director of West
African Affairs Phillip Carter was in Dakar, March 26-29, we
discussed Darfur with Armed Forces Chief of Staff (CHOD) LTG
P.K. Fall and with Ambassador Mankeur Ndiaye, the Director of
Cabinet at the Ministry of Foreign Affairs (MFA). On April
21, DCM made reftel demarche to Ambassador Claude Absa
Diallo, the Acting Foreign Minister. The last three all
noted Senegal,s plan to increase its presence in Darfur from
538 to over 800.
