SUBJECT: DEMARCHE TO SENEGAL ON LATEST WTO COTTON PROPOSAL

1. (SBU) On March 7, Senior Commercial Officer raised the
Cotton-4,s latest World Trade Organization (WTO) proposal
(reftel) with Minister of Commerce Mamadou Diop Decroix.
Decroix said he had discussed the proposal with
representatives of the Cotton-4 in Ouagadougou and that
Senegal fully supports the proposal. Moreover, Decroix
insisted that the proposal did not represent a step backward
from what had been agreed at Hong Kong. The Minister also
highlighted Senegal,s support for an early end to U.S.
subsidies.
2. (U) On March 9, when Charge and Senior Commercial Officer
met with Minister Decroix on the margins of the very well
attended &American Chamber of Commerce in Senegal,s8
public launch, Decroix said he looked forward to discussing
cotton during his upcoming trip to Geneva.
