1. (U) En route to Cuba, President Omar Ahmed El Bashir of
the Sudan made a brief stop in Dakar on September 14, when he
thanked President Wade for his interest in the Sudan and
asked him to continue efforts to resolve the conflict in the
Darfur region. Bashir thanked Wade for having played a
significant role in the signing of the peace accord in Abuja,
saying Senegal also contributed by sending troops to the
region and by helping with normalization of relations between
the Sudan and Chad. He took the opportunity to react to
questions that have arisen regarding the transitioning of the
peace-keeping mission from AU to UN forces. Bashir
responded: "Our position is that African forces must
continue their mission in Darfur and that their mission not
be transmitted to United Nations troops." Bashir stressed
that he has not told the AU to get out.


2. (U) Wade clarified that the decision to have the UN
intervene was made by the totality of African countries,
including Senegal, and that Africa does not have the means
(in troops or money) to resolve the problem. He told Bashir
Sudan would have to appeal to the Security Council if unhappy
with the decision. Saying the AU believed Sudan would accept
UN forces, he added that, at this moment, no one can predict
what will happen. Wade said the challenge now is to ensure
the UN troops are adequately equipped to impose peace.
Declaring that "when one imposes peace, you must contemplate
the risk of war and confrontation," he added that he was
looking for a way out of the situation.


3. (U) During their meeting, Bashir complained that despite
the Abuja accord stipulating that any faction not a signatory
would be sanctioned, those who formed the coalition referred
to as "Front du Salut" (Salvation Front) are fighting
Sudanese troops, yet receiving military assistance from
Eritrea and Chad. In addition, he expressed bitterness over
the fact that the "Front" has been visited by Western
delegations.


4. (C) On September 14, the Ambassador raised Darfur with
Senior Minister for Foreign Affairs Cheikh Tidiane Gadio, who
said Wade is organizing an AU Peace and Security Committee
meeting on Darfur at the head-of-state level in New York on
September 18.
