INTERVENTION

1, (C) President Wade asked to see me today to discuss the
situation in the DRC. He is concerned about the potential
for violence associated with the second round of elections
scheduled for October 29. Wade would like for the U.S. and
the EU, with France and Germany taking the lead, to call both
President Kabila and Vice President Bemba to inquire about
their intentions and to stress the need for a peaceful second
round. Wade has approached the French Ambassador with the
same request and will also talk to the Germans.
2. (C) President Wade advised that Vice President Bemba
updated him recently on events following the July 30
elections. Per Bemba, a successful second round will depend
on three conditions. First, he wants President Kabila to
replace the helicopter allegedly destroyed by Kabila
supporters. Second, Bemba wants President Kabila to lift the
suspension on the TV and radio stations owned by the Vice
President. Third, Bemba wants assurances that the UN will
provide for his safety.
3. (U) On an unrelated matter, President Wade said that
neither he nor his Foreign Minister would attend the
September 11-16 Non-Aligned Movement (NAM) meeting in Havana.
