1. (SBU) On September 5 Poloff demarched Mr. Bienvenue
Houngbedji of the Ministry of Foreign Affairs' International
Organizations Office, and left behind reftel talking points
as a non-paper. Houngbedji noted the USG positions on the
issues raised in the reftel.


2. (C) On September 7 Ambassador Brown met with FM Diallo,
and emphasized the importance of the upcoming vote for the UN
Security Council vacancy. FM Diallo did not indicate how
Benin would vote.
BROWN
