1. (C) On June 19 Poloff delivered talking points in reftel
demarches to Thomas Adoumasse, Director of International
Organizations of the Ministry of Foreign Affairs. Adoumasse,
who said that no Benin representative would be present at the
OIC Ministerial in Baku, personally attended the NAM meeting
in Kuala Lampur. Characterizing both NAM and OIC as
"political", he downplayed the importance of the NAM
statement on Iran as nothing more than "verbal support", and
claimed that the statement on Iran came at the very end of
the conference when some of the delegations had already
departed and others were preparing to do so.
2. (C) Poloff stressed to Adoumasse the dangers inherent to
Benin and others in allowing Iran to manipulate international
fora for its own purposes. In this regard, Adoumasse pointed
out that it is no coincidence that the next NAM meeting is
scheduled to take place in Cuba.
