1) (SBU) Per REF A, on October 26 Pol/Econ Chief delivered reftel
talking points to Thomas Adoumasse, Director of the MFA's Office of
International Organizations. On November 10 Pol/Econ Chief
delivered REF B and C talking points to Bienvenu Houngbedji of the
MFA's Office of International Organizations and requested Benin's
support.

2) (SBU) On November 17, Pol/Econ Chief again spoke with Mr.
Houngbedji concerning the November 17 UNGA Emergency Special Session
(REF D) to encourage Benin to vote against or abstain from the
voting on subject resolution and provided the text of the draft
resolution. Pol/Econ Chief also delivered talking points from REF E
and emphasized the fact that the US sought support from Benin in the
form of a "Yes" vote. Houngbedji said Benin clearly understood the
U.S. positions on these issues.
