1. Guinea was not included in the 2005 Country Reports on
Terrorism. Therefore, this cable will not be a detailed assessment,
but provides information on major developments likely to have an
impact on the ability of terrorists to operate in Guinea (Ref A).
There have been few changes since post's submission for the 2005
Report (Ref B).

General Assessment
--------------


2. Guinea is not a state sponsor of terrorism. The government has
made efforts to combat terrorism. To date, the judicial system has
had limited involvement in counterterrorism - no cases involving
acts of terrorism have ever been introduced. The law prohibits acts
of terrorism and the penal code covers these acts. There are no
developments that have a significant impact on U.S. counterterrorism
efforts.


3. There is no significant support for international terrorism and
no specific terrorist umbrella groups in Guinea. As reported last
year, Guinea maintains relations with countries listed as state
sponsors of terrorism and hosts diplomatic missions from North
Korea, Cuba, Libya and Iran.

Safe Haven Assessments
--------------


4. Guinea is not a safe haven for terrorists. There is no known
Government of Guinea support for terrorism or terrorist groups. The
Government of Guinea maintains a focus on border control issues due
to concerns with potential spill-over or incursions connected with
instability in neighboring countries. It also observes the
activities of radical Islamic faiths in Guinea based on concern over
potential anti-Government activities.


5. Guinea does not provide weapons of mass destruction and recently
established its National Authority as required under the Chemical
Weapons Convention. It has established a task force to address
chemical and biological weapons, to prevent their proliferation and
trafficking in Guinea.

Information on Terrorist Groups
--------------


6. Guinea has not identified any terrorist groups or organizations
within its borders. There are financial and sympathetic supporters
of well-known organizations in Guinea. Post regularly demarches the
Government on terrorism financing, but there have been no
indications of any named organizations in Guinea's banking system,
nor indications of the Government of Guinea's support for such
organizations. In November, post hosted a meeting with
representatives from the Ministries of Justice, Security, Foreign
Affairs, and Defense to discuss Guinea's measures to address
terrorism and other international security threats.

7. The Government of Guinea has firmly supported USG efforts to
counter terrorism, has signed 11 of 12 UN conventions on terrorism,
and has made attempts to improve its own counterterrorism
capacities. However, its CT and law enforcement capacities are
limited by lack of training and resources and by the existing
climate of corruption.
