(C) Ambassador briefed Sri Lankan Foreign Secretary
Palihakkara on June 13 on the new United Nations Human Rights
Council, which will hold its inaugural session June 19-30 in
Geneva. Ambassador stressed the need for the first session
to be purely procedural and the US hope that there will not
be a vote on the proposed Declaration of Rights of Indigenous
Peoples. Ambassador noted that the declaration promotes a
"new understanding of self-determination" which could be
problematic, in particular, for Sri Lanka. The Foreign
Secretary stated that the Government of Sri Lanka agrees with
