SUBJECT: SRI LANKA: DEMARCHE DELIVERED ON UN HUMAN RIGHTS
COUNCIL

REF: STATE 94561

Classified By: Ambassador Jeffrey Lunstead 1.4(b,d)

(C) Ambassador briefed Sri Lankan Foreign Secretary
Palihakkara on June 13 on the new United Nations Human Rights
Council, which will hold its inaugural session June 19-30 in
Geneva. Ambassador stressed the need for the first session
to be purely procedural and the US hope that there will not
be a vote on the proposed Declaration of Rights of Indigenous
Peoples. Ambassador noted that the declaration promotes a
"new understanding of self-determination" which could be
problematic, in particular, for Sri Lanka. The Foreign
Secretary stated that the Government of Sri Lanka agrees with

the US position on these broad points.
