1. (C) Ambassador reminded Foreign Secretary Palihakkara June
13 that the US would like the Government of Sri Lanka (GSL)
to attend the June 23 Proliferation Security Initiative (PSI)
High-Level Political Meeting (HLPM) in Poland. Palihakkara
stated that the Ministry of Foreign Affairs had recommended
Sri Lanka sign on to PSI (Ref B),but that "frankly" the
GSL's "sensitivity is on the part of our friends (India)
because it involves boarding. (India has) concerns it will
have implications to their freedom of maritime activity. We
believe the PSI is in our national interest. We're against
clandestine nuclear activity, but we have to take into
account this (Indian) sensitivity."
2. (C) Palihakkara remarked that he would continue to
recommend that the GSL send a delegate to the PSI conference,
though with only ten days remaining, as the Ambassador
reminded him, "the clock is ticking."
3. (C) Comment: The Foreign Ministry and Defense Ministry
have recommended to President Rajapaksa that Sri Lanka get on
board with the PSI. It's not clear if this will carry more
weight than Indian concerns.
