1. Mission has funded, and continues to monitor the use of,
equipment purchased for non-governmental organizations (NGOs)
involved in anti-narcotics efforts. The two NGOs are the Sri
Lanka Anti-Narcotics Association (SLANA) and Mithuru-Mithuro
Rehabilitation Center. Per REFTEL, the details of
Mission-funded resources and monitoring follow:


A. Resources -- In 1998, SLANA received a Gestetner
photocopier. In 1999 Mithuru-Mithuro received a Sony 14"
color television.


B. Procedures -- The equipment is monitored through site
visits and telephone status updates.


C. Status -- In February 2005, Mission officials visited
Mithuru-Mithuro and found the TV in the common room at the
rehabilitation center, and residents reported it was being
properly used. During a February 2006 telephone
conversation, the Mithuru-Mithuro staff reported that the
television was broken. Missions officials visited SLANA in
August 2005 and found the photocopier to be functioning
properly.


D. Problems -- The television is broken. Mission officials
had no problems accessing the equipment at either location.


E. Impact -- The lack of a television set has had the
negative impact of the staff being unable to play educational
and instructional video tapes. It has also resulted in an
increase in reading and use of the radio. The photocopier
and television, when it was operable, have helped the Mission
provide comprehensive anti-narcotics support. Aiding these
preventative and rehabilitative organizations complements our
anti-narcotics law enforcement assistance.
