1. (C) Poloff met with Yaneth Arocha, Office Director for
the Vice Ministry of North American and Multilateral Affairs,
on July 17, to discuss possible attendance of senior BRV
officials at the 61st UN General Assembly. Arocha said she
could not make firm commitments, nor did she expect to be
able to by August 1, but that she anticipated the delegation
would be similar the 2005 delegation.
2. (C) Arocha indicated she was nearly certain Foreign
Minister Ali Rodriguez and Vice Minister for North American
and Multilateral Affairs Maria Pilar (Mari Pili) Hernandez
would attend. Arocha said she expected President Chavez
would attend, as he did last year, but could not confirm his
attendance. Arocha added that the delegation will likely be
traveling to New York from Havana, where a high-level meeting
of the Non-Aligned Movement will be held a few days prior.
3. (U) As requested in reftel, this is an interim report
and Post will provide further information as it is made
available to us.
