EXECUTIVE DIRECTORATE VISIT

REF: STATE 174275

Classified by ECPO Counselor Catherine Hill-Herndon for
reasons 1.4 (b) and (d).

1. (C) Poloff delivered reftel demarche November 2 to MFA
Cabinet Staff Member responsible for counter-terrorism
issues, Mohamed al Shinnawy, requesting Egypt to consider a
visit in the coming year by UN Counterterrorism Committee
Executive Directorate (CTED) staff. Shinnawy was unaware of
the Qatar delegation's reported objection to a proposed visit
to Egypt by the CTED, and promised to act on the U.S. request
immediately.

2. (C) Shinnawy said he would promptly inform the Foreign
Minister of the demarche, and seek his approval to submit the
matter to Egypt's National Committee to Combat Terrorism.
Shinnawy predicted a favorable reply by the minister, and
presumed that the inter-agency group could consider the issue
in its weekly meeting during the week of November 5. The GOE
would take the matter very seriously, Shinnawy assured
poloff, and keep the Embassy informed of the status of its
internal deliberations on the matter.
