1. (C) Deputy Assistant Minister for Multilateral Affairs
Ihab Fouzy, acting on Foreign Minister Aboul Gheit's
instructions, summoned the DCM on October 1 to express
Egypt's disappointment at the U.S. decision to oppose Egypt's
"Application of Safeguards in the Middle East" resolution and
to delink it from the "Israeli Nuclear Capabilities and
Threat" resolution. Fouzy said Aboul Gheit will send a
letter to the Secretary expressing Egypt's disappointment,
and Ambassador Fahmy will deliver the message in Washington.
2. (C) Fouzy said that gaining U.S. support on the
safeguards resolution was important, and that Egypt and the
U.S. need to consult closely on disarmament issues. DCM and
poloff noted that Egypt was late in sharing the proposed
draft of the safeguards resolution with the U.S., and said
Egypt had missed an opportunity to gain substantive language
in the Presidential Statement. Fouzy agreed that Egypt was
late in making its proposal, but reiterated that close
consultation is critical.
