1. In response to reftel request for GOE assurances for the
export of nuclear fuel for the ETTR-2 research reactor at Abu
Zabal Nuclear Research Center, Post received the following
letter on March 12 from Professor Aly Islam M. Aly, Chairman
of the Egyptian Atomic Energy Authority (AEA). (Note: Letter

"The Egyptian Atomic Energy Authority presents its
compliments to your Excellency.

The Atomic Energy Authority of Egypt confirms that the
Nuclear Material proposed to be exported to Egypt via
Argentina comprises 8.4 Kg U-235 in 42.0 Kg Metallic Uranium
enriched to less than 20 percent in U-235. This material
will be used in Argentina to produce (40) Kg of Uranium in
the form U308 for further use to fabricate fuel elements by
Egyptian Atomic Energy Authority for reload of the ETTR-2
Research reactor at the Nuclear Research Centre located near
Abou Zabal, Cairo. The mentioned material upon receipt in
Egypt will be subject to the terms and conditions of the 1981
Agreement for Cooperation between Government of the United
States of America and the Government of the Arab Republic of
Egypt concerning Peaceful Uses of Nuclear Energy.

The Egyptian Atomic Energy Authority avails itself of this
opportunity to renew to you its highest consideration.

"This Power of Attorney is made on 3rd December 2005 by the
Atomic Energy Authority of Egypt (hereinafter called "AEA"),
3 Ahmed El Zomor St., E-Zohoor Dist., Nasr City, Cairo,
Egypt, P.O. Code 11787

1 - AEA Appoints

INVAP S.E.,
F.P. Moreno 1089, C.C. 961,
R8400AMU-San Carlos de Bariloche,
Rio Negro - ARGENTINA

To be its attorney to execute a Contract between the United
States Department of Energy of the one part and INVAP S.E.
and AEA of the other part, to buy forty two (42) Kg of U in
the form of Metal Low Enriched Uranium, with technical
specifications shown in the attached Annex 1, that shall be
used to produce (40) Kg U in the form of U308 in the Comision
Nacional de Energia Atomica (CNEA) of Argentina. The U308
shall be exported to Egypt by INVAP S.E. and shall only be
used by AEA to produce fuel elements for the ETTR-2 reactor.

2 - This Power of Attorney shall terminate on the 31st of
December 2006, or on the execution of the Contract by United
States Department of Energy, and INVAP S.E. acting under the
Power of Attorney, whichever event shall occur earlier in the
time.
