1. (C) On February 23 POLOFF delivered the President's
February 22 statement (reftel) as well as the joint statement
by Ambassador Khalilzad and General Casey to Viviana Jones,
Deputy Director of the North Africa and Middle East Affairs
Office in the MFA. POLOFF also asked for the GOA to issue a
similar statement. Jones said that the MFA had very "limited
discretion" in issuing statements on worldwide events,
especially those in the Middle East. She said, however, that
she would forward our request to senior MFA officials.
2. (C) Jones added that although the GOA had opposed the war
against Iraq, it was clear that a pullout now was not
feasible given the lack of security. She said the GOA still
favored a UN-run military presence, but acknowledged that a
UN force was unlikely to return to Iraq anytime soon.
