1. (U) This message is sensitive but unclassified, and not
for Internet distribution.
2. (SBU) The Embassy made reftel points November 29 to GOA
Undersecretary of Environment and delegation head Bruno
Carpinetti and to MFA Counselor Ana Bianchi, another member
of Argentina's delegation to the Santa Cruz ministerial.
According to those officials, Argentina is "very willing" to
cooperate to have a successful meeting, but will insist that
some declaration emerge from the meeting. Argentina shares
our preference for an abbreviated declaration.
3. (SBU) Specifically, the GOA's goals include:
-- a mention in any eventual declaration of "financial issues
and technology transfer to developing countries."
-- inclusion in the declaration of an operative paragraph
"based on Johannesburg paragraphs 81-85."
-- some declaration language expressing the need for "an open
and fair trade environment."
4. (SBU) Bianchi said that the GOA hopes to occupy a middle
ground ("between Venezuela/Bolivia and the U.S./Canada"),and
expressed fears that there will not be enough time during the
Santa Cruz meeting to approve the OAS's Program on Integrated
Sustainable Development.
