1. Per Reftel A, Econoff met with Under Secretary of
Transportation for Commercial Aviation Ricardo Cirielli to
discuss the support for the USG's candidate for Secretary
General of the International Civil Aviation Organization
(ICAO). Cirielli told Econoff that Argentina probably would
not support the USG's candidate. He said that members of the
Latin American Civil Aviation Commission (LACAC) had agreed
during the organization's 69th Executive Committee Meeting in
November 2005 that they would support an African candidate
for Secretary General provided that only one African
candidate seeks the position. Cirielli said that Latin
America would support the African candidate in exchange for
the continent's support of a Latin American candidate for
ICAO Council President.
2. Per Reftel B, Econoff will wait for further instructions
before raising the issue with the Air Regions Command, which
serves as Argentina's civil aviation authority, and the
Foreign Ministry's International Organizations Directorate.
