1. (C) Argentine Vice Foreign Minister Roberto Garcia
Moritan told CDA on July 29 (ref. B) that Argentina will
attend the Force Generation Meeting in New York--once
scheduled--and would consider participation in a UN Lebanon
force, depending on conditions on the ground. Since CDA's
conversation with Garcia Moritan, CDA and PolCouns have
informally discussed the issue of possible Argentine
participation in a Lebanon force with MFA Director General
for International Organizations, Ambassador Raul Ricardes,
and MFA North America Director Ambassador Vicente Espeche
Gil. Both indicated that it was very early to have any kind
of GOA position on this question, but that much would depend
on conditions on the ground and the status of such an
international force. The GOA would be much more likely to be
able to participate insuch a force if it were clearly under
UN command. Embassy believes that Argentina, with its large
local Arab and Jewish communities and its extensive
experience in peacekeeping, including in the Middle East, has
good reason to participate, given appropriate conditions.
Espeche Gil noted that for domestic reasons (large Lebanese
and Jewish communities) there were good reasons the GOA would
want to support such a request.
2. (C) Post understands that both Brazil and Chile have
indicated initially positive consideration of force
participation. If this were the case, we believe Argentina
(of late not one to lead, but quick to follow) would be more
inclined to contribute troops. We do not have any
information that the three countries are in discussion or
coordinating a common position, but it is possible that the
issue will be raised at an August 4 meeting in Buenos Aires
of Foreign and Defense Ministry officials of the Latin
American countries participating in the Haiti MINUSTAH
mission.
