1. (C) DCM, accompanied by PolCouns, delivered reftel
demarche to Foreign Ministry Chief of Cabinet Ambassador
Augustin Colombo Sierra and Acting Undersecretary for Foreign
Policy Ambassador Luis Cappagli on July 18. Cappagli is the
P equivalent in the Foreign Ministry. Foreign Minister Jorge
Taiana is currently out of the country.
2. (C) In response to talking points, Cappagli said the
GoA's fundamental concern with any resolution would be that
it protect the right of countries, e.g. Argentina, to engage
in the development of peaceful uses of nuclear technology.
Iran, however, by virtue of its flouting of the NPT and its
attempts to hide its nuclear program had forced the
international community to resort to the UNSC. Cappagli said
this was why the GoA had supported UNSC action on Iran in
May. Colombo Sierra said he "took note" of our talking
points, especially in relation to Chapter VII, and said he
would immediately pass them on to FM Taiana who is on an
official visit to Paraguay.
