1. (C) Per Refs A and B, Ambassador spoke on July 8 with
Deputy Foreign Minister Roberto Garcia Moritan to urge the
GoA to co-sponsor the Japanese UNSC resolution on the DPRK
missile launches. The conversation was a follow-up to the
Ambassador's July 6 demarche to Garcia Moritan on the DPRK
resolution (Ref C). During the July 8 conversation, Garcia
Moritan took note of the Ambassador's request but gave no
commitment on co-sponsorship.


2. (C) On July 10, PolCouns followed up on Ambassador's
demarche to Garcia Moritan with the MFA International
Organizations office. Minister Manuel Fernandez Salorio told
PolCouns that the GoA was holding back on co-sponsoring the
resolution in the hope that China and Russia could still be
brought on board. Fernandez Salorio said the Chinese Embassy
in Buenos Aires had told the MFA that Russia might still try
to offer some alternative language to the text. However,
Fernandez Salorio stressed that Argentina would vote for the
Japanese text as currently written and that the Argentine UN
mission had been so instructed. PolCouns stressed that a
strong Security Council message to the DPRK was more
important than unanimity. Fernandez Salorio agreed.
