(C) DCM delivered reftel demarche during a meeting with
Deputy Foreign Minister Teodor Baconschi on February 15.
Baconschi nodded general agreement with the difficulties of
having an obstructionist Venezuela on the Security Council
and said "Okay, I got your message." Later in the
conversation, Baconschi returned to the subject to offer a
positive reply before giving a negative answer on another
topic. In the first part of that reply, he said Romania would
have "no difficulty supporting Guatemala" in the upcoming
vote.
