(C) Following up on ref b demarche, Deputy Political
Counselor obtained from MFA Human Rights Desk more
specificity regarding Romania's position on Belarus's
anti-U.S. counter-resolution (refs a, c and d). Human Rights
Desk officer Elisabeta David confirmed on November 16 that
Romania would vote against the Belarus counter-resolution,
and would seek to co-sponsor the country-specific resolutions
raised in the original U.S. demarche. Deputy Political
Counselor thanked Romania for its position on the Belarus
counter-resolution and also for supporting the U.S. in voting
against the anti-Israeli resolution at the Human Rights
Council's Third Special Session (ref d). David underscored
the importance of creating "better balance" within the UN
framework, and regretted the HRC outcome as a "discredit" to
the international process.
