(S) POLMILOFF delivered reftel demarche to MFA Director for
Non-proliferation, Arms Control and Counter-terrorism Dan
Neculaescu on November 3. Neculaescu said that the Romanian
inter-agency group on North Korea recently had finished a
review of Romanian relations, and determined that no
transfers of arms have taken place with the DPRK. He also
noted that all agencies currently are working from executive
orders to desist any and all economic transactions with DPRK.
He added that he would circulate points from the U.S.
non-paper (left per reftel instructions) to the relevant
agencies for follow-up. The interagency group will note U.S.
concerns about KOMID and its subsidiaries or entities.
Finally, Neculasecu noted that any reports developed on KOMID
will be passed to the U.S. through special channels if
required.
