1. (C) DATT, ODC, and POLMILOFF met with MOD State Secretary
Claudiu Degeratu on September 26, at his invitation to
discuss Romanian interest in the Global Peace Operations
Initiative (GPOI). Also present were J7 Brig. General
Tabarcia, Col. Popescu, Arina Danila from the Defense
Integrated Planning Directorate, Sebastian Huluban and
Iuliana Ionescu from the International Military Cooperation
Directorate. The MOD had been looking at ways to participate
in the GPOI (ref a),and has sent a letter to the Romanian
Foreign Ministry conveying MOD's interest. (Note: an MFA
response is pending. End note.) Meanwhile MOD and General
Staff has prepared a priority list of proposed Romanian
projects within GPOI that they vetted with Emboffs.


2. (C) General Tarbarcia shared his list of priority
Training Activities (see Para 4 below). POLMILOFF reviewed
the background and goals for the GPOI (reftels) and noted
that the limited amount of funding available would suggest
that we look for ways to maximize the benefits under the
initiative so that activities enhance overall capabilities in
addition to peacekeeping/support operations. By focusing on
building a strong GPOI foundation, particularly in the areas
where Romania was already engaged (Iraq and Afghanistan, more
than Western Balkans),US-Romanian collaboration would be
enhanced as well as increase Romania's peace support
capabilities. ODC reviewed with General Tarbarcia activities
underway and potential areas for further support of Romanian
priority training needs, noting that sharing such information
will help the US be more responsive to Romania. Degeratu
noted that Romania J7 will work with ODC to identify areas f
common interest that would be a consolidated lst of Romanian
training priorities. He also sai that J3, J6 and Land
Forces G6 would work to deelop a GPOI proposal for
developing specialized apabilities in the areas of
communication interoprability, as the most concrete and
immediate wayto increase Romania's capacity to participate
inpeace operations.


3. (C) Comment: The GPOI dearche helped Romania to begin
focusing more intetly upon training priorities. Sharing
these priorities also will help Embassy to work more
effectively with the Romanians on development and
transformation of their military, while deepening US-Romanian
defense collaboration. The upcoming US-Romanian Joint Staff
discussion will help build on Romanian interest in using GPOI
to build capacity, including in the critical area of field
communications and other C4I enhancements. These areas are
not only vital to increasing capacity in peace support
operations (especially important for Special Forces),but
also will help steer the Romanians towards improving
efficiencies and capabilities overall. End comment.


4. (C) Romanian List of Priority Training Activities (in
descending order):


1. Exercises with Special Operations Forces.

2. Training for 4 Infantry Battalion modules before
introduction in Theater of Operations (2xOIF; 2xISAF).

3. Participation at Certification Exercise (Italy/Germany)
for NRF 9-10.

4. Training for Explosive Ordnance Disposal Module.

5. Training of an amphibious assault landing Coy in PSO.

6. Special Training Program for 22 HUMINT teams plus C2 and
support elements (Iraq, Afghanistan, W. Balkans).

7. Training for one module Operations Support Element
(PSYOPS).

8. Training for 5-10 specialists in US Forces Transportation
School.

9. Participation with Battalion from operational reserve at
annual SACEUR exercise.

10. SEEBRIG Training Level Maintenance.

11. Training C-130 crew.

12. EOD group training (aboard US ships in PSO).

13. Training at brigade level for Operation Support
Element/PSYOPS through simulation exercise.

14. Training for 5-10 military personnel on load/unload air
transportation.

15. Forward Air Controller Training.

16. Training for IAR 330 L (Puma helicopter) crew.

17. Staff Training PSO HQ and PSO logistics.

18. Special Forces Medical Specialist Training.
