PolOff delivered reftel demarche on UN reform to MFA UN
Deputy Director Eugen Mihut on June 27. Mihut replied that
Romania's position would be the same as the EU common
position, which he said was not yet fixed in detail. Mihut
said he had just come back last week from the Committee on UN
Issues (COMUN) in Brussels where they discussed UN reform and
whether to link it with the budget cap. He said there was
agreement that the EU would stick to its December decision
that "implicitly linked the budget cap and reform, but
avoided clear conditionality." He said there was some
disagreement yet to be worked out as some states wanted a
tougher position. He described the EU position as favoring
further reform and looked favorably on the draft resolution,
but wondered whether it could conceivably be passed by June
30.
