1. Per reftel instructions, talking points were delivered
by fax under cover of Diplomatic Notes (Antigua #1661,
Dominica #1662, St. Kitts #1663, St. Lucia #1664, St. Vincent
#1665) on December 6, 2006. The original Diplomatic Notes
were also mailed on this date. No demarche was sent to the
Barbados MFA because Barbados has indeed passed APIS
legislation.


2. EmbOffs followed up with phone calls to the other
capitals encouraging early adoption of APIS legislation and
will continue to remind Eastern Caribbean governments of the
urgency of adopting such legislation in December.
