1. (C) Per reftel, DCM on 11/27 advocated for Turkey's EU
accession process, the Finnish Famagusta-Varosha proposal or
a more gradual version, and a moderate alternative EU plan to
the Director of the MFA Common Foreign and Security Policy
Department Anna Turenicova. DCM also emphasized that Greece
does not want to see a major crisis. According to
Turenicova, Slovakia is well-aware of the negative
consequences for all if Turkey were to walk away from
accession talks. FM Jan Kubis had made his position against
such an outcome very clear. Turenicova said perhaps the EU
would delay opening some Acquis chapters, and DCM argued for
a focus on suspending the closing rather than the opening of
chapters. Turenicova said Slovakia would not support an
overly-punitive EU plan for Turkey.
2. (C) The MFA wants to hear the Turkish side on this and
other issues, and therefore is pushing for a visit by Turkish
FM Gul to Slovakia sometime between the Council meeting in
mid-December and the end of the year. Turenicova explained
that the GOS took the unusual step of siding with Greece and
Cyprus to deny Northern Cyprus PHARE funds. The Cypriot FM
informed FM Kubis that part of the funds would be spent for
electrical renovations that would follow Turkish - not EU -
specifications. The Cypriot FM argued successfully that EU
funds should be used to bring the two sides of the island
together, not separate them.
