1. (SBU) DCM has urged Slovakia at the highest levels of the MFA to
adopt a strong position to counter North Korea's nuclear test, per
points in refs A and B and previous messages. Saying it was "high
time" the international community got tough on North Korea's nuclear
program, MFA Director for the Department of the UN and International
Organizations Roman Buzek told DCM October 10 that Slovakia fully
shares U.S. concerns. The GOS wants the UNSC to issue a "strong,
immediate, and unanimous message" that will send a clear signal not
only to North Korea, but to Iran and others. It was important, said
Buzek, to avoid a repeat of the situation in July and August after
North Korea launched the missile; a month was too long to respond to
that signal.


2. (SBU) Buzek said Slovakia supports all the U.S. proposals for
sanctions under Chapter VII, and also those of Japan. The ultimate
scope of the sanctions would depend on unanimity, especially by
China and Russia, who must be made to understand that their
short-term economic profit is nothing compared to the long-term
damage that is done by trading with North Korea.


3. (SBU) The Slovak Perm Rep at the UN has been instructed to
coordinate further action with USUN, the United Kingdom and France,
including support for Japan's initiatives.
