1. On March 10, 2006, Embassy received from the Brazilian Ministry
of Foreign Affairs, Division of Science and Technology, (DCTEC/MFA)
an official notification (number 017, dated March 8, 2006) approving
the research project proposal entitled "Coronary Revascularization
in Diabetic patients", (number U01 HL 71988-02),under the direction
of: Dr. Whady Armindo Hueb, Dr. Paulo Caramori, Dr. Constantino R.
Constantini, Antonio Carlos C. Carvalho and Dr. Fabio Brito.
Informal translation of the approval notice follows:


2. Begin text:

"Dear Counselor,

This is to inform that, after consultations with the appropriate
federal entities, the project the titled "Chagas Disease:
Autoimmunity Stems from Parasite Invasion of Host Genome," to be
developed by Dr. Whady Armindo Hueb, from Universidade de Sao Paulo,
Faculdade de Mecidina Hospital das Clinicas, Instituto do Coracao;
Dr. Paulo Caramori, from Hospital Sao Lucas da Pontificia
Universidade Catolica (PUCRS); Dr. Constantino R. Constantini, from
Hospital Cardiologico Constantini; Antonio Carlos C. Carvalho, from
Hospital Sao Paulo and Dr. Fabio Brito, from Hospital Israelita
Albert Einstein, financially supported by the National Institutes of
Health (NIH),was approved by the Brazilian Government.

2) Due to the collaborative nature ("multicentrico") of the project,
this Protocol will be subject to a new Resolution CNS n. 346/2005,
whose copy is attached.

3) The Ministry of Science and technology emphasized that for the
collection and transfer of data and/or biological material abroad,
the Brazilian researcher must solicit, for this purpose,
authorization from the National Council for Scientific and
Technological Development (CNPq),in conformance with current
legislation.

4. The Embassy sees no adverse foreign policy implications with
respect to this research project. We reiterate the importance of
complying with Brazilian law on the export of data and biological
material and medical research involving human beings.
