1. (C) On 13 December 2006, USAID OSH office director Zach
Shelton informed RSO that all three MVD guards are now
armed. The pre-conditions set by the EAC in REFTEL Bishkek
1723 for resuming operations at the Osh USAID office have
been met.


2. (C) In State 196694, the Department stated that it has no
objection to the reopening of the USAID office in Osh,
Kyrgyzstan, consistent with the steps outlined in Bishkek

1723.


3. (C) At 0900 on 13 December 2006, with the concurrence of
the Department and the Ambassador, the USAID office in Osh,
Kyrgyzstan resumed operations. RSO will continue to closely
monitor the security situation in Osh.
