1. (U) The following information, provided by USAID Bishkek,
represents existing programs that contribute to the goals of
Internet freedom. Funding levels listed are for the
Information Technology (IT) components only.

ECONOMIC GROWTH
--------------


A. Project Name: Commercial Law Project
Recipient: Supreme Court, Court Department under the
Ministry of Justice, Prosecutors Offices, the Legal Assistant
to Rural Citizens (LARC) NGO, and Academy NGO
Project Description: Improving the Legal Environment in the
Kyrgyz Republic.
IT Component: The Project a) developed Case Assignment
Software for the Supreme Court; b) developed software for the
Court Department to track and reflect information on the
enforcement of judgments, judicial statistics and Court
Department personnel; c) developed, maintained during
2001-2006, and handed over in May 2006 to the Supreme Court
the Judicial Opinions Database, which is currently available
on the Project website, on CD-ROMs, and will son be available
on the Supreme Court's website; d) developed, maintained and
handed over to the Academy NGO the Electronic Litigation
Guide and the Electronic Notary database; e) developed,
maintained and handed over to LARC NGO the Land Legislation
Database; and f) provided computers and developed Economic
Crimes software for the Prosecutor General's and regional
prosecutors offices.
FY05 Funding: $250,000
FY06 Funding: $100,000
FY07 Funding: Additional funding in FY 2007 will be provided
by State/INL to expand this system countrywide.


B. Project Name: Bishkek Tax Pilot
Recipient: State Tax Inspectorate
Project Description: Improving Tax Administration in Bishkek.
IT Component: Provide ICT to support new business processes
in tax administration that will reduce contact between the
taxpayer and inspector, reduce the administrative burden on
taxpayers and provide more online information to taxpayers.
FY06 Funding: $300,000
FY07 Funding: $0


C. Project Name: Central Asia Micro Finance Alliance (CAMFA
partners)
Recipient: CAMFA partners ) 16 microfinance institutions

and 4 associations of microfinance institutions
Project Description: Institutional Strengthening of
Microfinance Organizations.
IT Component: Purchase of computers, installation and
maintenance of management information systems of the
recipients.
FY05 Funding: $89,551
FY06 Funding: $55,722


D. Project Name: Land Reforms and Market Development Project
Recipient: Local village administrations, architecture
departments
Project Description: Land Market Development in the Kyrgyz
Republic.
IT Component: The Project a) provides computers and software
to ten pilot local village administrations for Land
Redistribution Fund management purposes; b) provides
computers and software for architecture departments in eleven
pilot cities for legal zoning purposes.
FY05 Funding: $20,000
FY06 Funding: $20,000
FY07 Funding: $20,000


E. Project Name: Enterprise Development Project
Recipient: Kyrgyz Firms
Project Description: Improve the Environment for SMEs.
IT Component: The Project developed and maintains a
web-based Trade Portal, which is scheduled for privatization
in early 2007.

F. Project Name: The e-Center Project
Recipient: Rural Internet providers
Project Description: Setting up Internet Centers.
IT Component: the e-Center Project developed a network of
five replicable, sustainable, entrepreneurial-run Internet
centers (referred to as "e-Centers") in Kyrgyzstan.
USAID/CAR funds one of the five e-Centers; the other four are
being funded from USAID/Washington.

G. Project Name: Water Users Association Support Program
Recipient: Three Water User Associations
Project Description: Three grants include computer and
printer for offices.
FY05 Funding: $3,000


H. Project Name: Economic Policy Reform Project
Recipient: Ministry of Finance State Tax Inspectorate
Project Description: Fiscal and Tax Reform, and Improvement
of the Supervisory Capacity of the National Bank.
IT Component: Purchase of hardware; payment for Internet
channel that supports the information system used in the
State Tax Inspectorate; database and information system
administration and maintenance; development and maintenance
of software for the Ministry of Finance.
FY05 Funding: $19,847

DEMOCRACY AND MEDIA

A. Project Name: Local Governance Initiative II
Recipient: Ministry of Finance, Local Governments' Budget
Departments
Project Description: Improving the professional level and
management capacity of local authorities.
IT Component: The project provided limited numbers of
computers and training software to the Ministry of Finance
and various local governments' budget departments.
FY05 Funding: $15,000
FY06 Funding: $15,000
FY07 Funding: $15,000


B. Project Name: Community Development Initiative
Recipient: The Jalalabat Community
Project Description: Local Economic Development through
Citizen Involvement.
IT Component: Bazaar Information Station in Jalalabat. The
Information Station at the bazaar will provide access to
buying-selling information for traders. The station will
have two computers and other necessary equipment for
narrowcasting.
FY07 Funding: $10,000

SOCIAL SECTOR ) HEALTH
--------------


A. Project Name: U.S. Centers for Disease Control and
Prevention (CDC)
Recipient: Various Institutions of the Ministry of Health
(MOH)
Project Description: Strengthening Tuberculosis (TB)
Surveillance
IT Component: CDC provided technical assistance in
strengthening surveillance for TB through the implementation
and expansion of a computer-based software system to collect
and analyze the information necessary to monitor and evaluate
key program activities. In FY 2006 CDC provided 18 computers
to different MOH institutions.
FY05 Funding: $26,000
FY06 Funding: $25,000
FY07 Funding: $25,000 (preliminary estimate)


B. Project Name: ZdravPlus II
Recipient: Ministry of Health (MOH) institutions
Project Description: Improve Healthcare and Implementation
of Healthcare Reforms
IT Component: the ZdravPlus Project provided technical
assistance and equipment development to the National Health
Information System.
FY05 Funding: $10,000
FY06 Funding: $50,000

SOCIAL SECTOR ) EDUCATION

A. Project Name: Participation, Education and Knowledge
Strengthening (PEAKS)
Recipient: Eleven PEAKS pilot schools and the Kyrgyz Academy
of Education
Project Description: Improving the Quality of Education
IT Component: Provide ICT to support PEAKS project pilot
schools and the Kyrgyz Academy of Education to improve the
quality of education and communication between pilot schools.
The program was fully funded in FY 2003.
