1. (SBU) Poloff delivered reftel demarche September 1 to
Muratbek Baikhodjoyev, Head of the MFA's Department for
International Organizations and Security. Baikhodjoyev said
he would pass the points to the Foreign Minister, but pointed
out that the CANWFZ signing was set for September 8. While
the MFA did not provide us a direct response to the demarche,
the government press service reported September 5 that
Foreign Minister Jekshenkulov would sign the CANWFZ Treaty on
September 8 in Semipalatinsk
2. (SBU) On September 7, British DCM Catherine Inglehearn of
the UK Embassy in Almaty (which covers Kyrgyzstan) informed
us that the British were sending a note verbale with the P-3
points to the Kyrgyz. Also on September 7, French Charge
Eric Millet told us that he would deliver the P-3 points to
the MFA. Millet said he had not received instructions on the
matter until this week.
