(C) Poloff delivered the message in reftel June 8 to Hellmut
Hoffmann, Director of the MFA's Office of Nuclear
Nonproliferation Policy. Responding to our points, Hoffmann
said that Germany welcomed the USG's proposal to begin
negotiations on a Fissile Material Cutoff Treaty (FMCT). He
underlined that the German government also does not want
linkages made to other issues at the Conference on
Disarmament. Insisting that Germany wants to approach the
matter "pragmatically", Hoffmann added that, while Germany
would not stand in the way of opening FMCT negotiations on
the basis of the USG proposal, Berlin was not abandoning its
long-held view that a verification regime of some kind
ultimately would be desirable.
