1.(C) In a private meeting with Prime Minister (PM) Said
Musa on the afternoon of May 31, Amb. Dieter delivered points
per reftel (A). The Ambassador emphasized that Guatemala
would be a more responsible member of the UNSC than
Venezuela, and that the U.S. was concerned by reports that
representatives of the Government of Belize (GoB) recently
had lobbied other CARICOM members to oppose Guatemala,s
candidacy. PM Musa replied that:

(A) The GoB had ¬ really launched an anti-Guatemala
campaign.8

(B) Nevertheless, the least Guatemala could do would be to
keep good faith and live up to its commitments.
Specifically, the resettlement of the Santa Rosa community
&should be accomplished now.8 Once this had been done,
Belize would not oppose Guatemala,s candidacy for the UNSC,
although the GoB still would be unlikely to cast its vote in
favor Guatemala.

2.(C) The Ambassador then reiterated that, from the U.S.
perspective, any linkage of Guatemala,s candidacy for the
UNSC with the longstanding border dispute was misplaced: the
former had serious implications for the wider international
community, while the border dispute should continue to be
addressed through the OAS. A misplaced linkage of the two
might even complicate progress on the border issue. PM Musa
then said that:

(A) His Government,s understanding was that Guatemala was
&dragging its feet8 on the resettlement of Santa Rosa: its
Government originally had committed to make land available
within Guatemala for the settlers, but now was asking to be
paid for the land. It appeared that ¬hing was
happening.8

(B) Nevertheless, the GoB would not lobby CARICOM to support
Venezuela,s candidacy for the UNSC. In fact, &we had hoped
that a third party would come forward8 as a Western
Hemisphere candidate for the UNSC.
