1. The following information is in response to reftel A request for
information on Embassy Belgrade's efforts to monitor agreements and
respond to trade barrier complaints.


2. Background: Serbia is not currently a member of WTO or OECD, nor
does it have a bilateral investment treaty or a free trade agreement
with the United States. However, the United States did grant Serbia
and Montenegro GSP treatment in June, 2005, and Embassy monitors
Serbia's compliance with the terms of the agreement.


3. As part of Embassy Belgrade Rolling Policy Agenda (RPA) teams
(reftel B),the Economic Development RPA consists of members from
ECON, FAS, FCS, USAID, Treasury, and Public Affairs and meets on a
monthly basis. The meetings cover a range of economic issues such
as the review and oversight of Post's numerous assistance programs.
This group also addresses trade and monitoring compliance issues.


4. All Economic Development RPA members maintain close contact with
U.S. business representatives in Serbia, including through regular
attendance at American Chamber of Commerce meetings and events.
This provides ample opportunity to discuss trade compliance issues
if needed.
