SUBJECT: CHINA ON UN SCALE OF ASSESSMENT

Classified By: DCM David Sedney. Reasons 1.4 (b/d)

(C) China opposes the multiple gradient for low per
capita income adjustment in the UN Scale of Assessment
being discussed in the Fifth Committee, MFA Director
General for International Organizations Wu Hailong
told the DCM during a December 19 meeting on other
topics. China can accept the current methodology and
understands that the United States can also accept
current methodology for the Scale of Assessment.
Beijing urges the United States to work together with
it to persuade the European Union and Japan to adopt a
similar position.
