1. (C) China's full and effective implementation of UNSCR
1718 sanctions against the DPRK is especially important given
China's P-5 status and its special relationship with the
DPRK, Poloff stressed to MFA IO UN Division Director Yang Tao
when delivering the United States' 1718 report and
provisional list of luxury items on November 17.
2. (C) As President Hu Jintao and Foreign Minister Li
Zhaoxing told Secretary Rice, China will fully implement
UNSCR 1718, Yang said. China has concerns about
implementation guidelines and seeks to ensure the sanctions
committee does not "exceed its mandate." China is open to
proposed additions to the list related to dual-use technology
for weapons of mass destruction but, "as a developing country
that lacks expertise," needs "reasonable" time to study the
list and implement the sanctions related to dual-use
technology, Yang said. Emphasizing the importance of
international cooperation to implement UNSCR 1718, Poloff
rejected the notion that China lacks the expertise to move
quickly, stressing the need for prompt PRC action to fully
implement 1718.
